Phil was first elected to the Board of Education in 2008 and now is in his second term. He served as president in 2014 and vice president in 2013. He is currently the Chair of the Board’s Fiscal Management Committee and he previously was Chair of its Policy Management Committee, where he is currently a member. He has also been a member of the Special Populations Committee. In 2015, Phil was appointed by the Interim Superintendent to represent MCPS on the statewide Evidence Based Panels which are reviewing formulas which will determine future state funding allocations to local school systems.
